Dubuque, Iowa- good times to see anything in the sky that isn’t a cloud – General Observing and Astronomy
I’m in Omaha in the next state to your west. This spring and early summer have been unusually bad for cloudy skies. It should get better (I hope) after Labor Day.

Here is a link to a light pollution atlas I have found helpful for finding dark places to observe: http://djlorenz.gith…erlay/dark.html. One of the nice things about Iowa is the many small parks maintained by county conservation boards. Look at the list of parks on a board’s web site, find each one’s location on Google maps, and use the light pollution atlas to estimate how dark the sky is. Then, check out promising candidates in person.
